Drawing on Iraq’s official climate submissions and national planning processes, the report explains how Iraq calibrates its position as a highly climate-vulnerable country that is also an oil and gas producer. It outlines the country’s enhanced NDC, the enabling role of transparency and MRV systems, and the need for economically realistic implementation pathways. The report also highlights water security as Iraq’s primary climate risk, alongside inclusive governance (youth and civil society engagement), a social protection–anchored just transition, and Iraq’s growing climate diplomacy, including its leadership role within the G77+China.
