IC3+ is supporting the Government of Iraq and the International Organization for Migration (IOM) in developing a dedicated Climate Mobility Chapter for Iraq’s National Adaptation Plan (NAP). The assignment responds to the growing impacts of climate change on human mobility in Iraq, including rising temperatures, water scarcity, environmental degradation, and the displacement of more than 140,000 people across 12 governorates. Through this consultancy, IC3+ provides technical expertise to ensure that migration, displacement, and planned relocation are fully recognized and addressed as both a consequence of climate change and a potential adaptation strategy within national policy.
As part of this work, IC3+ leads a comprehensive desk review of existing research and policies, organizes multi-stakeholder consultations with government, civil society, communities, and academia, and supports the design of a methodology to mainstream human mobility across the NAP. The consultancy will produce an English and Arabic chapter aligned with government formats, informed by field evidence, data analysis, and structured dialogue with Iraqi institutions and partners. This contribution strengthens Iraq’s adaptive capacity, promotes climate-resilient development, and anchors climate mobility within a coherent national planning framework.
