Under a consultancy with the Climate & Clean Air Coalition (CCAC), IC3+ is providing international expertise to help the Government of Iraq integrate short-lived climate pollutants (SLCPs), including methane, black carbon, HFCs, and tropospheric ozone, into its updated Nationally Determined Contribution (NDC 3.0). Working closely with the Ministry of Environment, sectoral ministries, and a high-level steering committee, the assignment supports the design of mitigation targets and actions, develops a structured work plan, and aligns SLCP priorities with Iraq’s broader climate and development agenda in the lead-up to COP30.

The project integrates technical analysis with institutional strengthening. It conducts a gap analysis of current SLCP policies, drafts NDC text on SLCPs, designs and implements capacity-building for decision-makers, organizes stakeholder workshops, and maps regional researchers and institutions working on SLCPs. The consultancy also creates a centralized database of references, tools, and experts to ensure Iraqi institutions have ongoing access to the knowledge needed for evidence-based climate action and long-term NDC implementation.
