IC3+ was engaged by Wee Pros GmbH on GIZ’s Assisting Reconstruction and Improving Livelihoods in Anbar (ARILA) programme to lead a strategic assessment of the potential to power public administration and service buildings in Anbar Governorate with renewable energy. Focusing on the conflict-affected districts of Ramadi, Fallujah, and Heet, the assignment analyzed current energy-use patterns, reviewed existing renewable energy installations, and explored both grid-connected and off-grid options to improve electricity supply for municipal buildings, schools, health facilities, water-treatment plants, and other critical infrastructure.
Through a combination of desk research, field interviews, and stakeholder consultations with local authorities, utilities, private sector, and development partners, IC3+ developed a comprehensive feasibility study and SWOT analysis of renewable energy scenarios in Anbar. The work examined technical and financial feasibility, market availability of technologies and services, regulatory and tariff frameworks, security and “do-no-harm” considerations, as well as capacity and training needs. The resulting recommendations provide ARILA and Anbar’s authorities with a practical roadmap for scaling solar and other renewable solutions, strengthening local ownership, and leveraging future donor and private investment in the governorate’s green reconstruction.
